The logic followed is:

As the statement talks about the new strain of coronavirus which has been found in the UK which is 70% more dangerous than the coronavirus found in India.

The course of action 1 - India should ban all air flights coming from Britain for the next one year.

Stopping the planes from Britain will not stop the virus from spreading as the virus can be spread through the planes from other countries.

So this type of measure is not effective in controlling the pandemic. There must be no extremity involved in the course of action.
